Auer studied Philosophy and Political Science at the University of Vienna and earned his doctorate with Norbert Leser in 1991 .
From 1993 to 2003, he was head of the Political Department of the Austrian People's Party (ÖVP) under Vice Chancellor Erhard Busek , later Chancellor Wolfgang Schüssel , then Cabinet Secretary of Health Minister Maria Rauch-Kallat at the Federal Ministry of Health and Women (BMGF) . Since 2005, he has headed Section I (Health System, Central Coordination) at the Federal Ministry of Health. From 2006 to 2009 Chairman of the Steering Committee of the ELGA Working Group ( Electronic Health Act ), since December 2009 Chairman of the coordination committee of ELGA GmbH; As the owner of the AGES and Gesundheit Österreich GmbH and since May 2012 the chairman of the eHealth Network of the European Union elected by the member states, a consortium of competent authorities responsible for the distribution of eHealth in Europe. Auer is Managing Director of the Federal Health Commission (Bundesgesundheitskommission) and Chairman of the Fund for the Financing of Privatkrankenanstalten PRIKRAF. As head of department in the Ministry of Health, he is regarded as a central sponsor of all the major structural reforms in the Austrian health system.
